The Basic Issue
In 2000, Florida was decisive in the presidential election. Widespread irregularities, problems and shenanigans by Republicans shifted the legitimate outcome from Al Gore to George W. Bush. Federal law has mandated that Florida update its voting machines. There is widespread concern that new electronic machines are prone to tampering and that they don't provide any check on their accuracy.
